Scholar Shui Tung Lau (Moses Chan Ho) becomes the new magistrate of Liangcai Country. He is determined to fight against corruption in the magistrate's office. His cautious working style drives impetuous constable Luk Shap Yee (Niki Chow Kai Ki) crazy. They form an argumentative couple. 
Meanwhile, corrupt government secretary Sze Kai Wong (Wayne Lai Yiu Cheung) has confronted Lau a few times before he completely admires his wit and courage. They become perfect partners at the judicial court and crack many mysterious cases together.
Yee's bravery and ambition win Lau's compliment. She is promoted to sergeant. Her mother, Kam Ying (Michelle Yim), worries that her innocence will bring her dancers, so she follows her around secretly when she is on beat. Once, she knows her special trick "Cloud Chopper" during an emergency, which creates the rumor that the "Chivalrous Flying Hawk" has returned to the martial arts world. This also draws attention to an old case concerning the loss of a treasured martial arts book called "Secret to Immortality".
